Best solution? Run a VERY powerful exhaust fan and have a decent passive intake. This way, your fans are hardly running over 30% and instead of replacing fans on cards often, you might have to replace the exhaust fan every once in a blue moon.
My point? Reduce the point of failure as much as possible (replace multiple fans on GPUs vs replacing one exhaust fan).
