Use WattTool and voltage offset, for my three cards it is about -17, -23, -17. Under 0,875 GPU 1 or 2 crashes. You have to find best setup for yourself. Tweak core and memory MHZ, not voltages and look in GPU-Z that memory load is 100%. Use in core the default MHZ values, what you see in the table. Example P6->P7 and so on. You have to find this also for yourself, my asic quality is about 80% for all three cards. Card with 2145 memory asic quality is lowest. You can tweak when mining, but you have to restart computer after you think you have found the best setup to see the real mhs values and is it stable. I set voltage offset after the dag is created. If you use cards in mining rig then I think you have to hardmod the bios voltages?

Some clarification if you don't mind. You said that in order to see your correct mh/s after you tinker with your cards you need to restart the computer.
Is this the reason for not seeing any difference on the miner despite the fact that gpuz and afterburner shows that my changes to core and memory have been applied? Only the Gpu that is plugged to the monitor shows difference in mh/s.
@KREION I have seen weird mh/s readings in the miner that is the only reason.
Hm, whatever I try I can't alter my mh/s with the new Polaris. My 290s just show their mh/s fluctuations when I mess with them in afterburner. Can't find anything about it.
@KREION its because Polaris is used for Polaris cards aka the rx series. Don't even try to mess with other card bios. If you have other cards than rx series, search for custom ROMs on forums.
Did anyone tested 470 4 gb Nitro with elpida memory?
I have some of those. With a quick setup of 1100/2050 -50mv I get 26.6mh/s and 84-86w average on gpuz rock solid. If anyone knows how to modify my bios in hex I could test them with tighter timings.
Okay, it did run overnight and this seems to be the best setup for me now. Memory straps 1750 -> 2000. Power consumption 540W, it is 8h average calculated from my meter. I believe its is about 150-160 per card and 80 for the rest of the system. Asic quality for all three cards is about 80% each. For some reason GPU2 is not stable like the other two, I can't get it better than this MHS/W. -dcri setting is 18.
I also run the max test short time, power consumption was then 610-620 W. Lots of tweaking! -dcri settings is 14 I believe that these are the max hash rates for my cards with this setup.
You can get more if you set core higher, I believe 31.5 is achievable. This also means that you have to have free electricity Because I had to tweak so much I don't want to show setup for that. First picture is stable and fairly easy to achieve.

Can some one with better knowledge tell me why my memory controller load never reaches 100% even with stock settings it? It is most of the time 94-95%. And sometimes drops as you can see on the graph in gpu-z.
Just an FYI, I got a Saphire Nitro 4gb with Elipda mem, it does roughly 25.5mhash out the box, with MSI afterburner set at -25 mv and mem clock set to 2000 and core clock set to 1350. It has run steady like that for 24 hours and is also mining sia coin at the same time with intensity at 35 using claymore. This is also being used as my main GPU, so it is also driving my display at the same time,

Try via cmd line atiwinflash -f -p 0 bios.rom
(-f means forced / -p 0 means gpu in first slot)
That's how I could flash my sapphire nitro+ with elpida memory.
From reading page 20-22 I was able to gather what I needed to do to get my newly acquired Nitro+ 470 8GB to 30 Mh/s easy peasy.
