Connecting two different machines(pc) to form a private network in geth

I was able to connect two different nodes in the same system using enode and admin.addPeers. But when I try to connect two different machines it fails.

Is it possible to connect nodes running on two different machines to form a private network? Is yes how?

I've been looking for a year for what's wrong when I start my geth node and then do an admin.addPeer("enode.....") command. I know I have the right IP address for the peer I want, and I have connected them as you did on a subnet behind a router. Why can't we do it over the internet on different routers? Just like it happens on the production ethereum net?
