By using a riser to plug directly into a usb 3.1 slot, could you get a couple more graphics cards in your rig?

Thats not how a GPU works. It need the pcie lane to communicate with the mobo. Thus the usb is simply a intermidiate between the pcie lanes and the riser

Its possible to setup an external GPU not using USB risers however and I think it would be costly
