For windows 8, I'm pretty sure I have to refresh or remove something that seems to be less obvious then I thought. Me and my friends were trying to send our mined test ether among ourselves and unfortunately couldn't. We noticed each of our poc3 had different total block chain amounts. I am current at block #5760 whereas I see my friends at #11917 and #6470.

At least each PoC release is meant to run on a different chain.
As of PoC-3, this is fixed - a new network protocol (meaning older peers cannot connect and share their blocks) and automatic deletion of any existing blocks when the network protocol changes.
That said, altering the genesis block (e.g. by encoding the network protocol or PoC version) is simpler and less round-about so if you'd like to submit a pull request I'll be happy to merge.
