CPU's don't do any work in mining and GPU computer power is very limited in APU's. You'd be better off getting a second hand HD7950 for the same price and dropping in an existing machine.
Yes, it should be able to mine, but not efficiently enough to pay for it's own electricity. If it's for a machine that's normally left on doing other stuff as well, then running Frontier might win you a few blocks a month. But again, if you already have a spare PCIe slot for such a machine, you'd still be better getting a decent GPU.
