Consensus protocol based on the network latency

Hi:
I have been working on a consensus protocol that consumes less energy than PoW does.
Not like PoS, this protocol is based on the network latency.
Although uses the "stake" property, it avoids the common issues of PoS like "Nothing at Stake" and provides finality without any special nodes, deposits, or any thirdparty processes.
