Issue with Light nodes on private network

I have two full nodes running on my system with two different ports and I am able to sync up successfully between these nodes
However when I try to add a "light" node and connect to either of the full nodes, I always get an error "useless peer".Did some one experienced this problem. Appreciate if some up could throw up some light in to this issue
Note: All three nodes uses the same genesis file with different ports and different data folders.
I am using admin.addPeer to connect to full node
admin.addPeer("enode://c86b728fcfae51fa05b5f844c8415b6300c376623056bda66a3ba8c2f973fe00d[email protected]127.0.0.1:30304")
