Gigabyte Z77-D3H (2013) and 4 GPU

I'm stumped trying to work out what is going on with my rig.

Before it ran 3 RX580s and I just added a 4th RX580 today however it refuses to detect it (both Ubuntu and ethOS). I initially thought it was the riser or card but I have swapped around the risers and the cards and they are fine. it just seems to be the PCI slot that is not `working` . Power is not the issue, i have 1.2KW available and this rig is far less.

This is my motherboard - https://www.gigabyte.com/Motherboard/GA-Z77-D3H-rev-10#sp with the original 2013 BIOS still installed.

I can see here that it says on their website "The PCIEX4 slot shares bandwidth with the PCIEX1_2/3 slots. The PCIEX1_2/3 slots will become unavailable when a PCIe x4 expansion card is installed." I'm wondering if this is the route of the problem...

I have two GPUs in the long x16 slots and two in short x1 slots

Any help interpreting their specification sheet? Is it saying that allow there are physical slots for 5 GPUs, 2 of the slots get disabled when an x16 is used??
