I did search for similar topics and got an idea of how many I could fit - but I was hoping on a more detailed answer based on my circuit safety board:

My setup - 3 rigs consisting of:
6x - video - rx 470 msi gaming 8gb
1x - proc - intel celeron g3900 sky lake
1x - motherboard - Asrock h81 pro btc
1x - Ssd - corsair 60gb
1x - 1200W PSU
the power in my house:
230V
is it safe to put 3 rigs in my apartment? if yes how many more can i fit in?

If you know you have anything Watt thirsty like 2000W, like waterboiler or what they are called, just connect 1 rig to that phase,
Wattage = Volt * Amp * Sqrt(number of power phases)
Also please note just because the breaker says x amps does not mean you have x amount of amps. Although your main breaker says 40 double check with your electrician to verify how much power you have.
