How to create a private blockchain for testing

This wiki page for go-ethereum doesn't mention how to setup a genesis block. I did find Getting Started on Ivo's site that looks pretty helpful, but is there an "official" page for setting up a functional private blockchain for testing and I just missed it?

If not are there any other links people might recommend which would be a good tutorial for a neophyte?

    @winksaville I'm finding TestRPC coupled with Browser Solidity as a Chrome extension is simpler for testing purposes. It's not persistant between TestRPC restarts but saves the hassle of having to manually seal blocks in a private chain. You can also interact with web3 in the Chrome console.

    Because TestRPC is a web3 provider, you can develop DAPP front-ends easily and update contracts directly from Browser Solidity.
