Those two black slots are standard PCI not express and the tab gets in the way stopping it going all the way down, but also... notice the thicker part of adaptor is slightly smaller than the slot. It misses 2-3 of the pins
I'm fairly sure you can't use those slots to mine with. At least I've never seen anyone use them to do mining, only the PCI-E slots.

No, PCI slots are 5V, not 12V and will not work. You will proabaly damge the motherboard, the riser, the GPU or all of the above if you try. 1x risers work with any PCI-E slot from 1x to 16x as long as the motherboard supports it. Speed of the slot does not matter.

If you want to use both slots I would just buy a second hand MSI Z170 M5, then sell your old one on ebay.
