Low Hashrate and High effective hashrate ??

  There are more of those mines with low hashrate and 3xeffective hashrate ! . . . How it possible ??

  it share found capacity is more (double or tripple) than there actual hashrate

  That is probably a miner from Nicehash or another giant farm that is pooling many rigs and sending them to Ethermine to mine on that pool.
  
  Here is a screenshot of my workers on Ethpool. I am renting some hash power from Nicehash, 4 GH/s, to help me out on the pool. The reported hash rate for the miner, nhrig, is nonexistent. The current hash rate is 4 GH/s. For some reason Nicehash is not reporting the rate back to Ethpool. I suspect the same thing is going on with this miner you posted on Ethermine. There is no magic button that will allow you to mine at Gh/s speeds with a few GPU cards lol!
