I have really weird problem! Can anyone help me please?

When I put all 4 gpu, 1 of them have 0Mhz both GPU and Memory clock and gives 4mh/s. When I try 3 of them, still one give 4mh/s. And again when I try with 2 of them, one still give 4mh/s. BUT when I try each gpu separately they ALL work normal. Any ideas? Also almost never same gpu give 4mh/s.

Mobo: MSI Z170A GAMING PRO CARBON
GPU: 4x Sapphire RX 470 4GB GDDR5 NITRO+
PSU: EVGA 750 GQ
CPU: G3900
RAM: HyperX 4GB Fury DDR4 2400MHz CL15
SSD: KINGSTON 120GB HyperX Fury

    One more thing: When I enter msi afterburner, I can't modify one card (not always the same) and its not the one that give 4mh/s
    Im using win10 with 16.9.2 downloaded from guru3d, but in afterburner and amd radeon settings it says that drivers are 16.6

    If anyone is wondering how I fixed this:
    I changed this in mobo bios:

    Bios -> Advanced -> PCI subsystem Setting
    PEG 0 and PEG 1 set to Gen1
    Above 4G Decoding set to Enabled

    (this one was important for me because my monitor didn't have hdmi cable)
    Bios -> Advanced -> Integrated Graphics Configuration
    Initiate Graphics Adapter -> IDG

    you have to use the dvi or hdmi on gpu , or set up a remote access (teamviewer, etc) and get hdmi/dvi dummy
    i tried to use integrated graphic card a time , and i get same result msi ab can't set up gpu's

    If the video drivers don't load for the specific card, or if you can't access the settings in afterburner, usually plugging in a monitor via HDMI sets the card off

    Naturally turn off your miner while you do it
