I've written a simple command-line development environment that creates and runs Serpent code and tests using pyEthereum. It's called ace. There's an example of usage and download details here:

Anyway where can you leave issues for ace? I think it is nice that someone is not using github. One issue:
ace --help
doesnt work if you're not in a project.(well it only works otherwise because it is not a recognized command) Considered argparse? Personally i like it; saves having to pick apartsys.argv

and then laterargs.something
doesnt seem to work. Wonder what bits in pyethereum require python2. (Probably some libraries, the serpent visualize branch needs 2 because pydot needs it)
