Can anyone explain what this means? https://github.com/ethereum/EIPs/issues/186
Or care to speculate :) what implications it will have?

It's only a suggestion at this point and was modified once already. I can't see miners ever accepting such a change, and since miners have the final say, can't see it ever going thru. Eth may and probably will switch to PoS eventually, but I would speculate the block reward will stay the same until that day.

The mining iceage is another topic, however.

Thanks man for the clarifications, I wasn't sure what to make of it. I don't get how they could imagine miners accepting this proposal.

POS and Iceage are things we are all aware of(I hope). My feeling is that if POS gets significantly delayed, then iceage will probably follow that, but that not might be the best thing for Ethereum.
In the end this is just speculation, and a lot can happen in 2017.
