I have a rig with 4 RX 470 4GBs, and 2 RX 480 8GBs. I did the bios mods from this series of videos:
Running AMD Catalyst 15.12 drivers. Claymore's Dual ETH miner set to only mine ETH.
Screenshot attached.
Please help.

Check your clocks, either mem or core are probably stuck at 300 or whatever base is.

It is stuck at 300, but when I try to set it higher, it resets to 300.

Just unplug the screen from that card and plug it to the gpu in the 16x port then restart the rig and happy mining

I just had the exact same issue, with the exact same symptoms and indeed plugging the monitor into the x16 card fixed it.
Do note that some motherboards have an x16 and an x8 slot that look the same; the x16 one is usually the one nearest the processor.

Also, Rx 4XX series should be using at least 16.9 drivers (I like 16.10.3) and Rx 5XX should use current or at least 17.4+

if a card is locked in @ 300mhz just plug a screen into it, it will correct it and you will then be able to adjust settings
