1. They broke old cards (like 280) frequencies change in 16.9.1 - fixed
2. Windows test mode/self-signed drivers are not needed for modded bios cards. The same as for 16.9.1.
3. At last! Now you don't need to plug a monitor to a amd card in order to view/change temp/freqs/etc. For example I can plug monitor to iGPU and set freqs for a amd card using MSI Afterburner or similar tool.

Actually I've modded the BIOS of one of my ref RX480 using 16.9.1 drivers under Windows7 and I can confirm that it didn't require the whole hassle with test mode and self signing.
I wonder if this would also be possible under Windows 10 now? I really want to switch to 10 since I can't get Windows 7 to recognize all 6 GPUs, but I've also read that people had quite some issues getting self signed drivers recognized there... Anyone tried this yet?
I definitely will use win10 for rigs in the future, much faster to set up than win7.
@Coreol I'm using Windows 10 and 16.9.2, test mode is not needed anymore. 6x GPU rigs including rx4**
EDIT: for me it does not work, no wattman or MSI without the hdmi plugged in, and hashrate is the same for the xtx gtr rx480
my 6x480 rig still requires HDMI plug for full control, but I haven't test dvi/HDMI monitor plugged to igpu yet
